Establishes one regular employee position (Audiology Office Manager, Grade C116) for the Board of Examiners in Speech-Language Pathology and Audiology for fiscal year 2011-2012.

Authorizes one part-time or temporary employee ("Extra Help") to be hired as needed at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $136,178 in cash funds for the board's operations, including $51,269 for regular salaries, $6,000 for extra help, $15,343 for personal services matching, and $63,566 for maintenance, general operations, conferences, travel, and professional fees.

Requires the Board to contract with an outside investigator to conduct investigations and inspections of complaints regarding practitioners who endanger public health or violate the practice act.

Declares an emergency effective July 1, 2011, making the appropriation necessary for immediate operation of the agency.
