Amends Arkansas Code § 8-6-1206 to exempt incinerator ash from monofill or separate waste cell disposal requirements if the ash comes from incinerators that only combust yard waste or natural vegetative debris.

Eligible waste sources include vegetative storm debris, tree trimmings, and land-clearing debris.

Owners or operators must demonstrate to the Arkansas Department of Environmental Quality that the incinerator ash qualifies for the exemption.

All other existing requirements under the subchapter continue to apply to the disposal of qualifying incinerator ash.

Excludes industrial, commercial, and construction and demolition waste from the definition of "other vegetative debris."
