Appropriates $202,800 to the State Board of Finance for fiscal year 2011-2012, payable from the Healthy Century Trust Fund from investment earnings to manage and invest tobacco settlement proceeds.

Establishes a maximum of 2 regular employee positions: one Fiscal Support Supervisor (Grade C118) and one Administrative Analyst (Grade C115).

Allocates funds as follows: $63,112 for regular salaries, $14,188 for personal services matching, $25,000 for operating expenses, $500 for conferences and travel, and $100,000 for professional fees.

Prohibits transfer of appropriations under Arkansas Code 19-4-522 or 6-62-104 except as specifically authorized, though agency head may request modifications to maintenance and general operation classifications with Chief Fiscal Officer and Legislative Council approval.

Clarifies that state funds will not replace tobacco settlement funds upon expiration unless separately appropriated by the General Assembly and authorized by the Governor, and requires this disclosure be provided to all employees and contractors paid from tobacco settlement proceeds.
