Establishes maximum of 7 regular employees for the Arkansas Motor Vehicle Commission for fiscal year 2011-2012, including positions for director, supervisors, investigators, and support staff.

Appropriates $589,513 total for fiscal year 2011-2012, comprised of $303,233 for regular salaries, $92,583 for personal services matching, and $193,697 for maintenance, operations, conferences, travel, and professional fees.

Allocates $17,500 of operating expenses annually to consumer protection efforts and requires quarterly written reports to the Arkansas Legislative Council on consumer protection activities.

Authorizes the Motor Vehicle Commission Director to transfer up to $150,000 annually from the Motor Vehicle Commission Fund to the Department of Workforce Education Fund for motor vehicle education and training expenses.
