Appropriates $4,147,437 to the Arkansas Court of Appeals for fiscal year 2011-2012, payable from the State Central Services Fund for personal services, operating expenses, special judges, court-appointed attorneys, and legal expenses

Establishes maximum of 49 regular employees including 1 Chief Staff Attorney, 1 Deputy Chief Staff Attorney, 2 Staff Attorneys, 24 Law Clerks, and various administrative and clerk positions with specified salary grades

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act

Allocates funds for regular salaries ($2,723,092), extra help ($25,000), personal services matching ($790,172), operating expenses ($192,729), conferences and travel ($68,900), legal counsel ($260,000), special judges ($17,044), and mileage reimbursement ($60,000)

Restricts mileage reimbursement to judges whose official residence is outside Pulaski County, limited to three round trips per week at state travel regulation rates, and requires compliance with state procurement and fiscal control laws
