Establishes maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2011-2012, with positions ranging from Mansion Administrator ($87,112) to Housekeeper Supervisor ($36,232)

Authorizes up to 4 temporary or part-time employees ("Extra Help") at rates compliant with the Uniform Classification and Compensation Act

Appropriates $1,067,785 from the State Central Services Fund for personal services and operating expenses, including regular salaries ($537,863), extra help ($12,000), personal services matching ($156,092), uniform allowance ($500), mansion allowance ($60,000), and mansion expense ($301,330)

Appropriates $500,000 from a designated cash fund for Grand Hall, Mansion, and grounds expenses

Permits transfer of appropriations between regular salaries and personal services matching line items to mansion expense with approval from the Chief Fiscal Officer and Arkansas Legislative Council; effective July 1, 2011 through June 30, 2012
