Repeals Arkansas Code § 14-38-112, which established the process for reactivating inactive cities or incorporated towns in Arkansas.

Eliminates the petition process that allowed a majority of qualified electors in an inactive municipality to request county court approval for a special election to elect new officials.

Removes provisions requiring county courts to hold hearings on reactivation petitions and call special elections within 90 days of approval.

Nullifies notice and publication requirements that mandated petitioners publish notice in newspapers or post notices in public places before the hearing date.
