Establishes 62 regular employees for the Arkansas Development Finance Authority for fiscal year 2011-2012, including 1 Executive Director at $135,759 annually and various program officers, analysts, and administrative staff at classified salary grades.

Authorizes up to 5 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $139,734,484 total for the agency, including $3,620,390 for regular salaries, $1,050,894 for personal services matching, and major allocations of $91,175,000 for ARRA 2009, $19,600,000 for federal housing programs, and $16,341,215 for HUD HOME Program.

Requires HUD HOME Program disbursements to comply with the State of Arkansas Consolidated Plan and U.S. Department of Housing and Urban Development HOME Program requirements.

Declares an emergency effective July 1, 2011, stating that the appropriations are essential for agency operations and compliance with constitutional limits on appropriation periods.
