Establishes maximum of 57 regular employees for Crowley's Ridge Technical Institute for fiscal year 2011-2012, including 1 director, 3 assistant directors, 32 career and technical faculty, and support staff positions.

Authorizes 76 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act, with restrictions limiting extra help to 85% of comparable position salary and 1,400 hours per fiscal year.

Appropriates $3,877,117 from state funds for regular salaries ($2,201,981), extra help ($226,379), personal services matching ($729,862), and maintenance and general operations including equipment and travel.

Appropriates $106,709 from federal funds for regular salaries ($76,698), personal services matching ($26,011), and operating expenses ($4,000).

Appropriates $1,323,757 from cash funds for salaries, extra help, operations, capital outlay ($300,000), resale expenses ($210,000), and debt service, with emergency clause making the act effective July 1, 2011.
