Establishes 7 maximum regular employees for the War Memorial Stadium Commission with salary grades ranging from C107 to N905 for fiscal year 2011-2012.

Authorizes up to 150 temporary or part-time "Extra Help" employees at rates compliant with the Uniform Classification and Compensation Act.

Appropriates $889,292 from the Miscellaneous Agencies Fund Account for regular salaries ($336,557), extra help ($40,000), personal services matching ($98,988), overtime ($1,500), and operating expenses ($412,247).

Appropriates $5,954,275 from cash funds for personal services, operating expenses, resale and game expenses ($1,025,000), refunds/reimbursements ($130,000), and debt service ($4,000,000).

Restricts use of any appropriated funds for real estate acquisition without prior review and approval of the Arkansas Legislative Council or Joint Budget Committee; takes effect July 1, 2011.
