Appropriates $39,544,602 to the Division of Legislative Audit of the Legislative Joint Auditing Committee for fiscal year 2011-2012, payable from the State Central Services Fund.

Establishes maximum of 290 employees with salary allocations including $26,887,003 for regular salaries, $6,874,499 for personal services matching, and $5,398,100 for maintenance, general operations, conferences, travel, professional fees, and capital outlay.

Authorizes the Legislative Auditor to transfer appropriations between line items with Legislative Council or Joint Budget Committee approval, except for changes to the Regular Salaries line item.

Allows Division employees cost-of-living increases matching other state employees and permits the Legislative Auditor to approve merit pay, labor market adjustments, and salary increases up to 20% above maximum levels for up to one-third of authorized positions.

Declares an emergency effective July 1, 2011, stating the appropriation is essential to agency operations and immediate effectiveness is necessary to preserve governmental programs.
