Establishes a maximum of 257 regular employees for the Department of Information Systems for fiscal year 2011-2012, with specified salary grades and positions ranging from DIS Director at $133,866 to Administrative Specialist II positions.

Authorizes 18 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $102,574,923 from the Department of Information Systems Revolving Fund for personal services and operating expenses, including $16,161,849 for regular salaries, $8,406,866 for data processing services, and $58,450,929 for telecom/technology delivery.

Appropriates $20,000,000 for unanticipated services to state agencies, unusual application growth, or uncontrollable utility cost increases.

Appropriates $3,500,000 from the Information Technology Reserve Fund for major equipment acquisitions and information technology improvements.
