Establishes a maximum of 876 regular employees for the Department of Finance and Administration - Office of Child Support Enforcement for fiscal year 2011-2012, with positions ranging from DFA OCSE Administrator (Grade N909) to DFA Technician (Grade C108).

Authorizes up to 15 temporary or part-time "Extra Help" employees at pay rates not exceeding the Uniform Classification and Compensation Act, with a requirement to report to the Legislative Council if employment exceeds 7 months.

Appropriates $65,617,838 from the Child Support Enforcement Fund for personal services and operating expenses, including $28,998,056 for regular salaries, $9,985,645 for personal services matching, and $11,348,483 for data processing and equipment expenses.

Requires all fund disbursement to comply with state procurement law, accounting and budgetary procedures law, revenue stabilization law, and other fiscal control laws under Department of Finance and Administration regulations.

Makes the act effective July 1, 2011, with an emergency clause declaring necessity for immediate implementation to prevent harm to essential governmental programs.
