Appropriates $1,323,710 from the Miscellaneous Agencies Fund Account for the Department of Finance and Administration - Division of Racing for fiscal year 2011-2012, including regular salaries ($628,204), extra help ($210,000), personal services matching ($207,259), overtime ($30,000), and operational expenses ($248,247).

Establishes 13 maximum regular employees for the division including 1 dog racing veterinarian, 1 racing commission manager, 1 horse racing supervisor, 2 dog racing supervisors, 1 business operations specialist, 2 racing commission judges, 1 office auditor, and 4 veterinarian assistants.

Authorizes 27 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates an additional $135,000 from cash funds for operating expenses associated with license applications for employees at Oaklawn and Southland Parks.

Authorizes specific extra help positions for dog racing (5 employees) and horse racing (27 positions with specified hourly rates) and establishes that racing pass printing cannot fall below 1990 levels.
