Removes the original six (6) month deadline from July 1, 2005, and replaces it with a six (6) month deadline from July 1, 2011, for public employees hired prior to July 1, 2005, to elect contributory coverage under the Arkansas Public Employees' Retirement System.

Sets the effective date of contributory coverage as the first payroll period paid and reported in January 2012, on a prospective basis only.

Prohibits conversion or purchase of noncontributory service into contributory service under the subchapter.

Requires the election to be made as directed by the Board of Trustees of the Arkansas Public Employees' Retirement System and declares such election irrevocable.

Applies the contributory coverage provisions to noncontributory members who terminate covered service for more than six (6) months and subsequently return to covered service.
