Appropriates $200,159 to the Arkansas Waterways Commission from the Miscellaneous Agencies Fund Account for the fiscal year ending June 30, 2012, including regular salaries of $117,951 and personal services matching of $32,578.

Establishes a maximum of 2 regular employees for the Commission: one Director of Waterways Commission (Grade C127) and one Administrative Specialist III (Grade C112).

Allocates funds for maintenance and general operations including $43,879 for operating expenses and $3,151 for conferences and travel.

Requires $3,000 maximum annually for Lower Mississippi Valley Flood Control Association membership dues and $1,000 maximum annually for each of four other regional associations: Ouachita River Valley Association, Red River Valley Association, Arkansas Basin Association, and White River Valley Coalition.

Declares an emergency clause making the appropriation effective July 1, 2011 to ensure uninterrupted agency operations, with all disbursements subject to state procurement, accounting, budgetary, and fiscal control laws.
