Establishes maximum of 1,506 regular employees for the Department of Finance and Administration - Revenue Services Division for fiscal year 2011-2012, with position classifications and salary grades specified.

Appropriates $97,966,541 from the State Central Services Fund for personal services, operating expenses, conferences, travel, professional fees, and capital outlays for the Revenue Services Division.

Authorizes up to 221 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $680,000,000 for individual income tax and property tax rebates, $200,000,000 for corporate income tax refunds, $1,500,000 for gasoline tax refunds, $20,000,000 for interstate motor fuel tax refunds, and $260,000,000 for miscellaneous tax refunds.

Establishes 50 contingent data entry positions available upon Director determination that private provider contracts cannot continue, subject to Arkansas Legislative Council or Joint Budget Committee review.
