Establishes maximum of 7 regular employees for the State Board of Election Commissioners (SBEC) for fiscal year 2011-2012, including a Director, Deputy Director, Attorney Specialist, Educational Services Manager, 2 Election Coordinators, and Administrative Analyst.

Appropriates $578,320 from the Miscellaneous Agencies Fund Account for SBEC personal services and operating expenses, including $358,166 in regular salaries and $104,094 in personal services matching.

Appropriates $6,340,000 from the Miscellaneous Agencies Fund Account for election expenses by SBEC and county election commissions for various election types.

Appropriates $1,600,000 from the Judicial Filing Fee Fund for nonpartisan judicial general election expenses.

Allows unexpended election expense balances to carry forward to the next fiscal year and permits transfer of funds from the Budget Stabilization Trust Fund if additional election funding is needed; effective July 1, 2011 through June 30, 2012 with emergency clause for immediate implementation.
