Appropriates $12,100,995 to the Secretary of State - Central Operations for fiscal year 2011-2012, including $4,812,964 for regular salaries for 94 maximum employees and funding for election services, voter registration systems, and publications.

Appropriates $6,478,944 to the Secretary of State - Support Operations for fiscal year 2011-2012, including $2,990,802 for regular salaries for 68 maximum employees and funding for building maintenance, grounds improvements, and Capitol Police operations.

Appropriates $5,490,000 in federal Help America Vote Act funds and $700,000 in state matching funds for election system maintenance and operations.

Authorizes additional appropriations for election assistance for disabled voters ($196,398 federal), Capitol grounds monument preservation ($50,000), parking expenses ($300,000), and reapportionment activities ($583,543).

Allows the Secretary of State to make discretionary salary bonuses to Capitol Police employees with advanced law enforcement certifications and permits transfer of funds between line items with approval from the Chief Fiscal Officer and Arkansas Legislative Council.
