Establishes maximum of 65 regular employees for Northwest Technical Institute for fiscal year 2011-2012, with positions ranging from Technical Institute Director (Grade N902) to Administrative Specialist II (Grade C109).

Authorizes up to 107 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $4,375,499 from state funds including $2,532,101 for regular salaries, $250,000 for extra help, $867,751 for personal services matching, and $714,147 for operating expenses.

Appropriates $171,597 from federal funds and $2,518,602 from cash funds for salaries, extra help, matching contributions, operations, and capital outlay.

Includes special provisions allowing instructional staff to be paid up to $50 per clock hour for non-credit teaching or $550 per semester hour for courses beyond defined teaching load, limited to 150 clock hours or 9 semester credit hours per year and funded only by private industry.
