Establishes maximum of 113 regular employees for the Department of Education - Educational Television Division (AETN) for fiscal year 2011-2012, with positions ranging from AETN Director at $107,312 to various specialists and technicians at lower grades.

Appropriates $5,317,441 for State Operations, including $3,637,998 for regular salaries, $8,800 for extra help, and $1,151,661 for personal services matching, plus $518,982 for maintenance and general operations.

Appropriates $7,561,639 for Cash Operations, including $1,366,707 for regular salaries, $118,693 for extra help, and $490,186 for personal services matching, plus $5,523,053 for maintenance, general operations, and promotional items.

Appropriates $130,000 from the Educational Television Fund Account for the "Honoring Arkansas' War Heroes - Documenting Stories of Arkansas' World War II Veterans" documentation project, with unused funds carrying forward to subsequent fiscal years.

Authorizes up to 5 temporary/part-time employees for State Operations and 46 temporary/part-time employees for Cash Operations, payable at rates not exceeding the Uniform Classification and Compensation Act; declares emergency clause effective July 1, 2011.
