Establishes 538 maximum regular employees for the State Department for Social Security Administration Disability Determination for fiscal year 2011-2012, with positions ranging from a Director at $125,438 annually to various specialist and support roles at classified salary grades.

Authorizes up to 20 part-time or temporary "Extra Help" employees, limited to 1,800 hours maximum per fiscal year, with pay rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $46,745,238 in federal funds for fiscal year 2011-2012, including $23,770,534 for regular salaries, $390,000 for extra help, $7,318,604 for personal services matching, $860,000 for overtime, and $3,734,400 for operating expenses plus $10,545,200 for professional fees, $26,500 for conference and travel, and $100,000 for capital outlay.

Requires all fund disbursements to comply with state fiscal control laws including the State Procurement Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law.

Declares the act effective July 1, 2011 as an emergency measure necessary for the agency's continued operation.
