Requires attorneys ad litem to utilize the Department of Human Services status report when making court recommendations at all stages of proceedings involving children in foster care.

Mandates the Department of Human Services provide notice of all proceedings to foster parents, preadoptive parents, and relative caregivers before each proceeding.

Requires the Department to prepare a status report for the judge and child's attorney ad litem before each proceeding that includes: summary of foster parent comments, child's current successes and problems, and foster parent recommendations.

Specifies foster parent interviews for the status report must include previous foster parents if current placement has been less than sixty (60) days, and may be conducted in person or by telephone.
