Appropriates $1,397,811 in federal funds for Developmental Disabilities Planning Council operations, including $242,418 in regular salaries, $74,596 in personal services matching, and $690,929 for system change pilot grants.

Establishes maximum of 11 regular employees for the agency, including a Health Permit Services Director at $100,444 annually and positions ranging from Grade C109 to C121.

Allows unexpended balances of fees and fines deposited into the Miscellaneous Agencies Fund to carry forward to the next fiscal year if prior approval is obtained and conditions regarding reporting to the Department of Finance and Administration are met.
