Appropriates $2,769,547 from the Miscellaneous Agencies Fund Account for the Arkansas Spinal Cord Commission for fiscal year 2011-2012, including $1,078,023 in regular salaries and $332,359 in personal services matching.

Establishes a maximum of 25 regular employees including 1 Executive Director ($75,764), 7 Certified Vocational Rehabilitation Counselors, 7 Rehabilitation Counselors, and administrative and support staff.

Appropriates $34,500 from federal funds and $35,000 from cash funds for operating expenses, conferences, travel, and professional fees.

Authorizes line item transfers of any state appropriation savings to the Spinal Treatment Program with approval from the Department of Finance and Administration.

Declares an emergency effective July 1, 2011 to ensure continuous agency operation during the fiscal year.
