Establishes maximum of 100 regular employees for Arkansas Department of Emergency Management (ADEM) for fiscal year 2011-2012, with ADEM Director salary at $92,304 and other positions classified in grades C108-C126.

Authorizes up to 28 part-time or temporary employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $3,820,300 from Miscellaneous Agencies Fund for state operations including $2,455,693 in regular salaries, $782,576 in personal services matching, and $582,031 in maintenance and general operations.

Appropriates $36,645,348 from federal funds for federal operations including $503,659 in regular salaries and $31,760,504 for first responder and homeland security grants/aid.

Makes additional appropriations totaling approximately $141.6 million from various federal and state funds for disaster relief grants ($104,059,417), federal surplus property program ($1,905,942), hazardous materials ($500,732), and other emergency management programs.
