Amends Arkansas Code § 27-51-212 to define "when children are present" as one or more children occupying a school zone crosswalk, road, highway, or sidewalk that provides access to a school zone, or when a traffic control person in official gear is present at a crosswalk assisting children arriving or leaving school

Establishes a 25 miles per hour speed limit for motor vehicles passing a school building or school zone during school hours when children are present and outside the building

Exempts freeways and interstate highways from the school zone speed limit restriction

Exempts school zones adequately protected by steel fencing that limits entry to and exit from safety crossings from the speed limit requirement
