Amends Arkansas Code § 14-54-901 to authorize incorporated towns and cities of the first and second class to order removal of abandoned or inoperable vehicles from private property as part of nuisance abatement.

Modifies Arkansas Code § 27-50-1101(a)(1)(A) to allow municipalities to remove vehicles, implements, or machinery from private property after providing notice that the item constitutes a nuisance under local ordinance.

Authorizes both municipalities and property owners or their agents to have vehicles removed by licensed towing and storage firms subject to Arkansas Towing and Recovery Board rules.

Applies to vehicles subject to state registration, implements, or machinery found abandoned on private or public property or parked without authorization.
