Establishes maximum of 97 regular employees for Arkansas School for the Blind for fiscal year 2011-2012, with positions ranging from Blind School Superintendent ($92,972) to Food Preparation Technician (Grade C102)

Appropriates $6,367,793 from School for the Blind Fund Account for state operations including regular salaries ($3,759,181), personal services matching ($1,256,597), maintenance and operations ($825,000), and special maintenance ($250,000)

Appropriates $749,525 from federal funds for federal operations and $424,508 from cash funds for cash operations, plus $148,024 for Braille and large print textbooks for blind and visually impaired students in public schools

Authorizes 17 temporary or part-time "Extra Help" employees and allows transfers from Summer Projects line item for summer compensation, shift differential pay, and additional employee duties with Chief Fiscal Officer approval

Establishes special provisions for teacher salary adjustments to maintain equity with Central Arkansas Public School Systems, summer school compensation up to 1/12 of annual salary, and special allowances up to $3,500 per school term for additional duties such as coaching or teaching adult education
