Appropriates $17,556,802 to the Department of Health's Tobacco Prevention and Cessation Programs for fiscal year 2011-2012, funded from the Prevention and Cessation Program Account.

Establishes 47 regular full-time positions including physicians, nurses, health program specialists, and administrative staff, plus authorizes up to 4 temporary or part-time employees.

Allocates funds for regular salaries ($2,087,069), extra help ($75,000), personal services matching ($626,058), operating expenses ($325,000), professional fees ($2,279,633), tobacco prevention and cessation expenses ($11,415,398), and nutrition and physical activity expenses ($723,644).

Authorizes transfer of $500,000 annually from the Prevention and Cessation Program Account to the Breast Cancer Control Fund for Medicaid matching share for breast and cervical cancer screening and treatment services.

Restricts advertising for tobacco prevention programs from including the name, voice, or likeness of elected officials or their immediate family members.
