Establishes maximum of 1,889 regular employees for the Department of Human Services - Division of County Operations for fiscal year 2011-2012, with positions ranging from General Physician (Grade N916) to Administrative Specialist I (Grade C106).

Authorizes 37 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $126,853,213 for operations including $64,766,225 for regular salaries, $22,379,567 for personal services matching, $22,728,030 for operating expenses, and $4,981,064 for data processing services.

Appropriates additional funds for federal grants ($60,658,340), state grants ($4,000), block grants ($34,003,040), and hunger coalition grants ($995,113).

Permits interagency transfer of up to $3,640,650 in State General Revenue from the Department of Workforce Services to support TANF programs, and allows exemptions to temporary help and Extra Help hour limits during state or federal disaster declarations.
