Appropriates $12,708,870 for the Department of Human Services - Director's Office and Office of Chief Counsel for fiscal year 2011-2012, including $8,578,684 for regular salaries and $200,348 for extra help.

Appropriates $34,318,749 for the Division of Administrative Services for fiscal year 2011-2012, including $14,100,311 for regular salaries, $64,480 for extra help, and $10,385,172 for professional fees.

Appropriates $3,900,387 for the Division of Volunteerism for fiscal year 2011-2012, including $945,074 for regular salaries and $2,410,704 for Delta Service Corps Grants.

Authorizes the DHS Director to transfer funds between divisions for Medicaid matching, facilities costs, court-ordered settlements, and unanticipated federal mandates, subject to Chief Fiscal Officer and Legislative Council approval.

Establishes special programs for nursing/direct care education stipends ($5,000 per year) and recruitment/retention bonuses (up to $4,000 for RNs, $2,000 for LPNs, and $1,000 for CNAs and nursing assistants), effective July 1, 2011 through June 30, 2012.
