Establishes a maximum of 33 regular employees for the Office of the Treasurer of State for fiscal year 2011-2012, with salary rates ranging from $33,480 to $107,468 annually.

Authorizes up to 10 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $4,003,531 from the State Central Services Fund, including $1,993,953 for regular salaries, $50,000 for extra help, $557,953 for personal services matching, and $900,000 for data processing systems/services.

Allocates funds for maintenance and general operations ($496,625 total), including operating expenses ($353,500), conference and travel ($36,000), professional fees ($32,125), and capital outlay ($75,000).

Authorizes the Treasurer of State to transfer appropriations between line items with approval from the Chief Fiscal Officer and Arkansas Legislative Council review, effective July 1, 2011 through June 30, 2012.
