Establishes a maximum of 93 regular employees for the Arkansas Natural Resources Commission for fiscal year 2011-2012, with the Executive Director earning $105,848 and other positions assigned to salary grades C109-C130.

Authorizes up to 8 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $3,424,764 from the Miscellaneous Agencies Fund Account for regular salaries, personal services matching, maintenance and general operations, conservation district expenses, surveys, water planning, and research projects.

Appropriates $7,891,863 from a cash fund for salaries, extra help, personal services matching, operating expenses, professional fees, soil and water grants and loans, and training/contract services.

Appropriates funds from multiple additional sources including federal funds and specialized trust funds for programs including water quality implementation ($2,241,099), nonpoint source pollution control ($6,867,819), construction assistance revolving loans ($1,172,910), water/sewer/solid waste grants ($5,736,219), and various other natural resource projects, with a total combined appropriation exceeding $120 million.
