Municipal planning commissions must have at least 5 members with at least two-thirds not holding other municipal offices, except board of adjustment or joint planning agency membership.

Cities of the second class or incorporated towns may elect by ordinance to have the city council serve as the planning commission and board of adjustment.

The mayor serves as chairman of the planning commission when the city council operates as the planning commission and board of adjustment.

Cities of the first class, second class, or incorporated towns with planning commissions have exclusive territorial jurisdiction including all land within 5 miles of corporate limits, with adjustments for municipalities less than 10 miles apart.

Cities with 8,000+ population on navigable streams may enforce planning and zoning ordinances outside corporate limits: 1 mile for 8,000-50,000 population; 2 miles for 50,000-150,000 population; 3 miles for 150,000+ population.
