Amends Arkansas Code § 14-42-206(b)(1) to standardize nominating petition language and procedures for independent candidates seeking municipal office in mayor-council form cities and towns

Changes filing deadline language from "prior to" to "before" the general election, with petitions due 70-90 days before election by 12:00 noon with the county clerk

Establishes three forms for nominating petitions: Form A for non-aldermen candidates requiring 10 signatures for second class cities/towns or 30 for first class cities; Form B for aldermen elected by ward requiring signatures only from ward electors; Form C for at-large aldermen allowing signatures from any city qualified electors

All petition forms require signers to provide printed name, signature, street address, date of birth, and date of signing

Removes reference to "incorporated towns" in Form B and C petition language to create consistency across all municipal election petition procedures
