Establishes maximum of 989 regular employees for the Department of Arkansas State Police for fiscal year 2011-2012, with salary grades ranging from GRADE C106 to GRADE N908.

Appropriates $77,105,391 from the Department of Arkansas State Police Fund for operations, including $44,505,139 in regular salaries, $22,798,282 in personal services matching, and $9,168,682 in operating expenses.

Appropriates additional federal and specialized program funds totaling approximately $53.3 million for highway safety programs ($43.5 million), criminal background checks ($2.9 million), AFIS equipment ($2.1 million), and other federal initiatives.

Authorizes $3 million transfer from Court Awards Fund for motor vehicle purchases, equipment renovation, and capital improvements, subject to Legislative Council or Joint Budget Committee approval.

Contains emergency clause declaring the appropriation effective July 1, 2011, and authorizes up to 20 temporary/part-time employees at rates not exceeding established classification pay scales.
