Reappropriates $1,500,000 from the General Improvement Fund for Department of Arkansas Heritage grants, maintenance, renovation, and construction projects for state-owned facilities, effective July 1, 2011.

Reappropriates $5,402,208 from the Arkansas Department of Heritage Fund Account for Museum/Facility Construction and $2,482,353 for Special Maintenance, effective July 1, 2011.

Distributes remaining appropriations totaling approximately $7,119,002 across various Heritage department divisions including Arts Council ($500,000), Delta Cultural Center ($300,000), Mosaic Templars Cultural Center ($400,000), Old State House Commission ($700,000), Historic Preservation ($1,139,593), Natural Heritage Commission ($4,304,588), and Historic Arkansas Museum ($519,061).

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other fiscal control laws; prohibits use of maintenance and operations funds for these capital improvement purposes.

Declares an emergency effective date of July 1, 2011 to ensure continuity of Department of Arkansas Heritage operations.
