Establishes maximum of 322 regular employees for East Arkansas Community College for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 249 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $6,477,329 from the East Arkansas Community College Fund for state operations, including $4,723,262 for regular salaries, $21,000 for extra help, $1,008,067 for personal service matching, and $725,000 for operating expenses.

Appropriates $27,400,000 from cash funds for personal services and operating expenses, including $2,500,000 for regular salaries, $300,000 for extra help, $1,694,734 for personal service matching, $4,125,000 for maintenance and general operations, $16,003,266 for capital improvements, and $2,500,000 for fund transfers/refunds/investments.

Declares an emergency effective July 1, 2011, citing the constitutional requirement for one-year appropriations and the essential need for immediate funding to operate the college and provide governmental programs.
