Authorizes maximum of 221 regular employees for Cossatot Community College of the University of Arkansas for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary ranges.

Appropriates $4,784,890 from state operations funds for personal services and operating expenses, including $3,139,400 for regular salaries and $806,000 for personal service matching.

Appropriates $21,059,760 from cash funds for personal services, operating expenses, capital improvements totaling $4,085,000, debt service of $700,000, and promotional items.

Authorizes up to 100 temporary or part-time "Extra Help" employees payable at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Establishes high priorities for the college including recruitment of underserved populations, combating illiteracy, increasing skilled workers, school-to-work programs, transferable baccalaureate education, and expansion of campus facilities; effective July 1, 2011 through June 30, 2012.
