Establishes maximum of 245 regular employees for Black River Technical College for fiscal year 2011-2012, with administrative positions ranging from $50,930 to $137,340 annually and classified positions assigned grade levels C103 to C120.

Authorizes up to 60 temporary or part-time employees ("Extra Help") payable at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $8,287,239 from state operations funds, consisting of $5,407,690 for regular salaries, $1,784,538 for personal services matching, and $1,095,011 for maintenance and general operations.

Appropriates $23,615,000 from cash funds for salaries, extra help, overtime, maintenance, capital outlay ($5,115,000), capital improvements ($5,000,000), and debt service ($210,000).

Becomes effective July 1, 2011, and establishes institutional priority to combat illiteracy and provide industrial workplace training; requires compliance with state procurement, accounting, budgetary, and fiscal control laws.
