Establishes a maximum of 354 regular employees for Arkansas Northeastern College for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 521 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $9,912,783 from the Arkansas Northeastern College Fund for state operations, including $7,800,000 for regular salaries, $1,800,000 for personal service matching, and $312,783 for maintenance, general operations, conferences, travel, professional fees, and capital outlay.

Appropriates $28,500,000 from cash funds for college operations, including salaries, extra help, maintenance and general operations, capital improvements of $6,000,000, and debt service of $800,000.

Effective July 1, 2011, with funds subject to compliance with state procurement laws, accounting procedures, revenue stabilization laws, and higher education expenditure restrictions.
