Establishes a maximum of 194 regular employees for Ozarka College for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 100 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $4,335,851 from the Ozarka College Fund for state operations including regular salaries ($2,900,000), personal services matching ($1,359,551), and operating expenses.

Appropriates $11,313,715 from cash funds for personal services and operating expenses including regular salaries ($2,500,000), capital improvements ($1,700,000), and debt service ($275,000).

Designates combating illiteracy and providing industrial workplace training as high priorities for Ozarka College, effective July 1, 2011 through June 30, 2012.
