Establishes maximum of 1,072 regular employees for Northwest Arkansas Community College (NWACC) for fiscal year 2011-2012, with salary ranges from $27,255 to $137,340 across administrative, classified, and academic positions.

Authorizes up to 360 part-time or temporary "Extra Help" employees to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $11,751,707 from the NWACC Fund for regular salaries for the 2011-2012 fiscal year.

Appropriates $89,903,000 from cash funds for personal services and operating expenses, including $25,300,000 for regular salaries, $880,000 for extra help, $9,713,000 for personal services matching, $14,630,000 for operating expenses, $550,000 for conferences and travel, $660,000 for professional fees, $8,470,000 for capital outlay, and $29,700,000 for capital improvements.

Act takes effect July 1, 2011 and is declared an emergency measure necessary for the college's operation.
