AR HB1371

Adds Arkansas Code 27-14-2308 to establish an alternative procedure for obtaining vehicle titles following insurance total loss settlements

Requires vehicle owners or lienholders to forward properly endorsed certificates of title to the insurance company within 15 days of receiving settlement funds

Allows insurance companies to request the Office of Motor Vehicle issue a salvage or parts-only certificate of title if the properly endorsed title is not obtained within 30 days of disbursing settlement payment

Requires insurance companies to document at least two written attempts to obtain the certificate of title and sign the request under penalty of perjury when submitting to the Office of Motor Vehicle

Authorizes the Office of Motor Vehicle to issue salvage or parts-only certificates in the insurance company's name and to promulgate rules and forms for administering this section
