Appropriates $5,139,961 to Arkansas State University's Arkansas Biosciences Institute for fiscal year 2011-2012, including $2,048,233 for regular salaries and $528,374 for personal services matching.

Authorizes a maximum of 48 regular employees across administrative, classified, and academic positions, with the Executive Director earning $170,890 and faculty positions ranging from $96,332 to $156,932.

Permits up to 50 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act, with $15,000 allocated for this purpose.

Prohibits transfers of appropriations under Arkansas Code 19-4-522, but allows transfers between line items only with approval from the Department of Higher Education, Chief Fiscal Officer, and Legislative Council.

Includes provisions clarifying that positions funded by Tobacco Settlement proceeds will not be continued with state funds if Tobacco Settlement funds expire, unless separately appropriated by the General Assembly.
