Appropriates $6,331,202 from the University of Arkansas Community College at Hope Fund for personal services including $4,726,000 for regular salaries and $1,605,202 for personal service matching for fiscal year 2011-2012.

Appropriates $12,049,640 from cash funds for personal services and operating expenses, including $978,280 for regular salaries, $150,000 for extra help, $3,290,000 for operating expenses, $4,050,000 for capital improvements, and $700,000 for debt service.

Establishes a maximum of 214 regular employees across administrative, classified, and academic positions, plus authorizes up to 200 additional temporary or part-time employees as needed.

Designates technical training programs, transfer programs, and workforce education as high priorities for the institution.

Declares an emergency effective July 1, 2011 to ensure continuity of operations and essential governmental programs.
