Establishes maximum of 957 regular employees for Pulaski Technical College for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 300 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $17,601,596 from state operations funds for regular salaries for the fiscal year ending June 30, 2012.

Appropriates $192,875,520 from cash funds for personal services and operating expenses, including $17,776,720 for regular salaries, $2,200,000 for extra help, $110,000,000 for operating expenses, $37,500,000 for capital improvements, and $7,143,000 for debt service.

Effective July 1, 2011, with an emergency clause declaring the appropriation essential to agency operations and prohibiting extension of legislative session delays.
