Establishes maximum of 131 regular employees for Rich Mountain Community College (RMCC) for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 80 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $3,480,591 from the Rich Mountain Community College Fund for state operations, including $2,375,000 for regular salaries, $30,000 for extra help, $500,000 for personal service matching, and $575,591 for maintenance and general operations.

Appropriates $9,614,800 from cash funds for personal services and operating expenses, including $3,666,541 for regular salaries, $228,800 for extra help, $1,556,058 for personal service matching, $4,244,401 for maintenance and general operations, $780,000 for capital improvements, and $208,000 for debt service.

Takes effect July 1, 2011 as an emergency measure necessary for the agency's operation.
