Establishes maximum of 502 regular employees for Southern Arkansas University for fiscal year 2011-2012, including administrative, academic, classified, and auxiliary enterprise positions with specified salary ranges.

Appropriates $16,955,266 from the Southern Arkansas University Fund for personal services and operating expenses, including $14,226,407 for regular salaries, $2,148,700 for personal services matching, and $300,000 for operating expenses.

Appropriates $100,000 from the Southern Arkansas University Fund for the SAU System for fiscal year 2011-2012, covering regular salaries and maintenance operations.

Appropriates $54,000,000 from cash funds for personal services, operating expenses, capital improvements ($11,225,000), and debt service ($3,200,000).

Authorizes the Board of Trustees to reimburse tuition and educational expenses for current faculty pursuing additional education in critical shortage instructional areas to meet accreditation and professional standards.
